How to join the L22 Community ?

3PS Six Step Application Process

1. Apply for CIWG membership and attend CIWG

  • Nation requests any non-US NILE Nation to become their Sponsor
    • Request Template letter from PMO
  • Once Sponsor is confirmed, Sponsor Nation (SN) can act on behalf of 3P​

2. National Request for Sale/Transfer of NILE Products​

  • SN provides Questions for 3PS Request in Annex B Part 1 to 3P Nation​

3.TPT and EUA (documents are available from PMO)​

  • In parallel with 3PS Request, Sponsor Nation completes the 15Q Questionnaire with 3P Nation
  • 3P Nation completes the EUA and signs it
  • Sponsor forwards both documents to Department of State PM RSAT for approval (due to different national procedures deviations to this process is possible)
  • Once DoS approval decision is determined, Sponsor will be informed by DoS

4. FMS Case​

  • In parallel with previous two processes, a 3P nation either initiates a new or amends an existing FMS Case for COMSEC and BCR Update Fee
  • Sponsor Nation Rep or 3PS Officer may be required to keep close contact with 3P FMS Case Manager in order to stay on top of request. Ratio of requested COMSEC and BCRs need to be within the limits of the established guidance
  • Levy Payments completion will be needed

5. National Request for Sale/Transfer of NILE Products​

  • Once all nations have given there decision, official PMO letter will be created to inform SN and NILE SC & Netherlands of decision. Latest version of the financial Procedures for Levy Payments will be included
  • 3P Nation may or may not require invoice information from all nations requiring Levies
  • 3P Nation transfers Levy Payments to the nations
  • Transfer dates and transaction information provided by the 3P Nation will help locate the funds quicker

6. National Request for Sale/Transfer of NILE Products​

  • After reception of last levy payment confirmation PMO creates official letter to notify NILE SC and Netherlands of status
  • Link 22 Partner Nation Status will be reached if it was initial 3PS Request. Any additional request would require repetition of the whole process
  • Link 22 Partner Status permits a nation to attend TOWG Meetings and sit in as observer in CCBs (in-person only)

Becoming a Link 22 CIWG Member

The Link 22 Communication and Interoperability Working Group (Link 22 CIWG) enhances interoperability by assisting prospective Link 22 nations with the background knowledge and required processes for acquisition of Link 22.  The Link 22 CIWG is responsible to the NATO Improved Link Eleven (NILE) Steering Committee (SC).

​The Link 22 CIWG acts on behalf of the NILE SC as a forum for prospective Link 22 nations and other agencies, to enhance interoperability.  This is achieved by addressing steps necessary to acquire Link 22 systems, familiarization with Link 22 and basic communications, interoperability and implementation concepts.
